BILL SUMMARY:
AB 1097 would appropriate $150,000 to the Department of
Education to establish the Bullying Prevention Program for
grades 5 and 6. The grant program would provide maximum
awards of $5,000 for implementation of a two-year program.
The Superintendent of Public Instruction is required to
establish and maintain guidelines for the programs.

In 1999, the Legislature approved both the School Safety
and Violence Protection Act and the Carl Washington School
Safety and Violence Prevention Act. The 1999 Budget Act
provided $100 million to grades 8 to 12 for violence
prevention programs and allowed for the funds to be
utilized for any purpose the school or school district
determines would contribute to providing safe schools and
preventing violence among students. In addition, SB 1580
(Alpert), which is awaiting a hearing in the Assembly,
requires local collaborative efforts to qualify for receipt
of funds appropriated in the annual Budget Act for the
purposes of violence prevention. (The proposed 2000 Budget
Act includes an appropriation of $71 million for grades 8
to 12.)
There are 943 school districts eligible (jurisdiction over
grades 5 and 6) to apply for one of 30 grant made available
by this bill.
As proposed to be amended, the bill would require the
Department of Education to report by 7/1/03 on the
effectiveness of the grant program. The amendments would
make other clarifying changes.
