AB 1436 (Briggs) - As Introduced: February 26, 1999
SUBJECT : Public employment: Selective Service Act.
SUMMARY : This bill requires Selective Service compliance if a
qualifying individual is to be employed by a state agency.
Specifically, this bill :
Prohibits a male who is 18-26 years of age, as specified, from
being employed by a state agency unless he has complied with the
Selective Service Act.
EXISTING LAW requires all state agencies to cooperate with the
Selective Service System to publicize the necessity of, and
requirements for, compliance wit the Selective Service Act.
FISCAL EFFECT : Approximately $250,000.
COMMENTS :
(1)This bill was suggested by the federal Selective Service
System as an incentive to increase compliance of Californians
with the Selective Service Act. California has one of the
lowest compliance rates in the country.
(2)The number of males, age 18-26, employed by the State of
California is an insignificant percentage of the total number
of male Californians, age 18-26, who are eligible to register
under the Selective Service Act.
(3)The Selective Service System has access to DMV automobile
licenses and those receiving licenses at age 18.
