  SUMMARY :

This bill prohibits a state agency from employing a male, age 18  
to 26, who has not complied with the Selective Service Act.   
Specifically, this bill the requires State Personnel Board (SPB)  
to adopt a rule requiring every applicant subject to the  
Selective Service Act to certify that he has complied with the  
Act.

  FISCAL EFFECT  :

The SPB estimates implementation costs of $250,000, to pay for  
printing and distributing a new standard state job application  
form, promulgating new regulations and revising its manuals.

  COMMENTS  :

  Background  .  Registration with the Selective Service System is a  
requirement to qualify for federal employment benefits and  
student aid.  The states do not have uniform policies requiring  
registration.  This bill is sponsored by the California  
Selective Service System to increase compliance within  
California, which has one of the lowest compliance rates in the  
country. The number of males, age 18-26 employed by the State of  
California, however, is insignificant compared to the total  
number of males in this age group in California that are subject  
to the registration requirement.
