           SUMMARY  

          This bill creates, within the Office of Criminal Justice  
          Planning (OCJP), a three-year pilot program to award competitive  
          grants to law enforcement agencies and nonprofit organizations  
          to develop instructional courses on the investigation and  
          prosecution of high technology crimes.  
           
           FISCAL EFFECT
           
          Appropriates $1 million (GF) to the OCJP to implement the  
          program.

           COMMENT
           
           1)Rationale  . The author hopes to build on the current law, which  
            authorizes funding, contingent upon annual budget bill  
            appropriation, for the High Technology Theft Apprehension and  
            Prosecution Program (HTTAPP), a public/private effort under  
            the administration of the OCJP to fund regional/local high  
            technology crime units. 

           2)The proposed 2000-01 budget  includes $3.2 million for HTTAPP  
            grants to local law enforcement high tech units.
