           SUMMARY  

          This bill:

          1)Expands the Carl Washington School Safety and Violence  
            Prevention Act (CWSSVPA) to include all school grades.  The  
            current program covers only grades 9-12.

          2)Adds flexibility to the program to allow school districts to  
            form consortium to apply for funding.

          3)Specifies that unused funds shall be distributed on a per  
            pupil basis to all participating school districts.

          4)Appropriates $100 million to cover the costs of the expansion.

           FISCAL EFFECT  

          Appropriates $100 million from the GF (prop 98) for program  
          expansion.  The governor's 2000-01 budget proposes $72 million  
          for the current program.

           COMMENTS  

           Purpose  .  This bill expands the scope of the CSWVPA program to  
          make grades K-8 schools eligible for this grant program, which  
          provides grants to school districts to address school safety and  
          reduce schoolsite violence.

          The program provides grants to school districts at a minimum of  
          $5,000 to each participating schoolsite, or a minimum of $10,000  
          for each school district.  The grant can be used for personnel,

          including counselors, nurses, or psychologists, or to buy  
          communication devices, or to establish cooperative arrangements  
          with local law enforcement.  Last year, the budget bill   
          provided $100 million for this program.
