          BILL SUMMARY: 
          
          AB 1969 appropriates $3 million from the General Fund to  
          the Department of Mental Health (DMH) for allocation to  
          counties for clinical quality support programs and case  
          management in institutions for mental disease (IMDs).   
          These funds would also be used to establish a long-term  
          care mental health working group to develop long-term care  
          facilities for persons with mental illness.  In addition,  
          this bill establishes an internet-accessible information  
          source with specific data on mental health facilities,  
          which would be coordinated with the Department of Health  
          Services' (DHS) information program.

          STAFF COMMENTS:  
          
          This bill meets the criteria to be placed on the Suspense  
          file.

          Although this bill only appropriates money on a one-time  
          basis, there would be pressure to continue this funding in  
          future years.

          The Governor vetoed an $8 million General Fund augmentation  
          for IMDs in the Budget Bill.  This bill is also duplicative  
          of one section adopted in the mental health trailer bill.
