          BILL SUMMARY: 
          
          AB 2034 continues and expands the demonstration program  
          that provides mental health outreach, case management, and  
          other services to persons with mental illness who are  
          homeless or at-risk to be homeless.  This bill allows Los  
          Angeles, Sacramento and Stanislaus counties, which  
          currently operate demonstration projects, to expand their  
          existing capabilities to address any unmet needs, and makes  
          other counties and cities eligible to establish new  
          projects.

          The Department of Mental Health has estimated that the  
          costs of expanding this demonstration program would be tens  
          of millions of dollars from the General Fund.  These costs  
          would be offset to the extent that federal funding for the  
          expansion becomes available.

          This year's budget augmented the Integrated Services for  
          Homeless Adults program by more than $35.6 million General  
          Fund and an additional $6.9 million in federal funds.   
          However, this measure would authorize further expansion.

           Proposed amendments make expansion contingent on further  
          appropriations.
