          BILL SUMMARY: 
          
          AB 2316 appropriates $69,000 to the California Research  
          Bureau (CRB) to conduct a study of the children of  
          incarcerated women, as specified.

          STAFF COMMENTS:   The bill requires CRB, with the  
          assistance of an advisory group, to design the study.  It  
          also requires CRB to survey selected prisoners, in  
          cooperation with the California Department of Corrections  
          (CDC), and to review the records of local agencies.   The  
           survey  is to include information about prisoners' children  
          such as medical issues, possible delinquency, and  
          visitation.  The bill states that the  review  of local  
          agencies' records "may be of value in establishing public  
          costs associated with the care of these children and in  
          determining any special needs and problems that targeted  
          public programs might meet".  

          STAFF NOTES that (1) the bill does not specify who shall  
          participate in the advisory group, and (2) it is not clear  
          what CDC's role will be in assisting with the survey, or  
          how many inmates will be surveyed, therefore, it is unknown  
          what, if any, costs CDC will have.       











          STAFF RECOMMENDS that the bill be amended as follows:  (1)  
          to include a due date for the study, (2) correctly number  
          the code sections, (3) clarify whether the study, review,  
          and survey are to include men and women or just women, and  
          (4) on page 3, line 24, after "care", insert "of".
