          BILL SUMMARY: 
          
          AB 2417 repeals the September 30, 2000, sunset date on  
          eligibility for the California Food Assistance Program  
          (CFAP) and Cash Assistance Program for Immigrants (CAPI)  
          benefits.  In other words, this bill would extend these  
          benefits indefinitely for legal immigrants who entered the  
          United States on or after August 22, 1996.

          STAFF COMMENTS:  SUSPENSE FILE
          
          The Department of Social Services (DSS) has estimated that  
          the extension of these programs would cost $2.2 million  
          General Fund in the current year, because the program is  
          funded in conjunction with the federal budget cycle.  After  
          that, full year costs of continuing these benefits would be  
          approximately $54.4 million General Fund and this amount  
          would increase to cover additional immigrants who arrive in  
          the United States and qualify for these benefits.
