SUMMARY :
This bill establishes a grant program, administered by the
Superintendent of Public Instruction, to pay the cost of
planning and constructing full-service schools and operating
community partnership collaboration programs. Specifically, this
bill:
1)Authorizes grants to be awarded to consortiums consisting of a
school district or county office of education and at least
three of the following: counties, cities, libraries, park and
recreation districts, philanthropic organizations, nonprofit
organizations, community-based organizations, or other
organizations addressing the needs of children, youth,
families, and communities.
All grants require a 50% match.
2)Authorizes planning grants of up to $50,000 to school
districts and local agencies or organizations preparing to
enter the operational phase of the grant program.
3)Authorizes operational grants of up to $150,000 for the first
year of program operation, with subsequent grants not to
exceed $50,000 per year.
4)Authorizes one-time capital grants of up to $250,000 for
development of joint-use community centers on or near a school
site

The grant program authorized by this bill would result in
General Fund costs of several million dollars annually. The
bill does not contain an appropriation.
COMMENTS :
Purpose . The intent of the bill is to foster the development of
school sites that offer integrated educational, medical and
social services.
