          BILL SUMMARY: 
          
          AB 2556 establishes two new grant programs to be  
          administered by the State Department of Education:  1) The  
          School Community Partnership Program (SCPP) and  
          appropriates $8 million for county planning activities, and  
          2) The School and Community Partnerships Grant Program  
          (SCPGP) and appropriates $4 million for the provision of  
          services.

          STAFF COMMENTS:  
          
          This bill meets the criteria for referral to the Suspense  
          File.

          This bill is contingent upon enactment of AB 729 (  
          Lowenthal), which appropriates $1 million to the Office of  
          Planning and Research to establish the California Community  
          Facilities Technical Assistance Lab, in partnership with  
          the Metropolitan Forum Project (a private for-profit  
          entity).

          Current law establishes the After School Learning and Safe  
          Neighborhoods Partnerships Program for the purpose of  
          creating incentives for establishing locally driven after  
          school enrichment programs that partner school and  
          communities to provide academic and literacy support and  










          safe, constructive alternative for youth.  The program is  
          administered by the State Department of Education.

          Current law also establishes the Health Start Program,  
          which awards grants to local agencies for planning and  
          operating coordinated services to children and their  
          families.
