           SUMMARY  

          This bill: 

          1)Requires the DMV, for every male applicant for driver's  
            licenses or I.D. cards who is between 18 and 25 years of age,  
            to notify the applicant that he is required to register with  
            the federal Selective Service System (SSS) for military  
            service.

          2)Specifies that the applicant, by applying for a driver's  
            license or I.D. card, acknowledges that he will be registering  
            with the SSS, if he hasn't already done so, but allows the  
            applicant to write to the SSS to have his name removed from  
            the SSS registry.

           FISCAL EFFECT  

          Moderate costs, at least $200,000 one-time in FY 2000-01, to the  
          DMV to modify and distribute the application form for driver's  
          licenses and state ID cards to include a notification regarding  
          an applicant's status with the SSS.  (Motor Vehicle Account  
          (MVA).

          (The bill requires DMV to develop forms and procedures  if   
          federal financial support is provided; the bill does not specify  
          how much support needs to be provided by the federal government  
          nor is the support required to cover all of DMV's costs for  
          related forms and procedures.)

           1)Rationale . The SSS is concerned about California's relatively  
            low rate of compliance with the requirement that all young men  
            register with the system.  Consequently, the SSS wants DMV to  
            perform "outreach" to prod young male applicants for a license  
            or ID card into complying with the SSS requirement.  The  
            original version of this bill required the DMV to require  
            these applicants to certify compliance with SSS law before a  
            driver's license could be issued.
          
          2)Federal Responsibility  .  The responsibility to ensure  
            compliance with the federal requirement to register with the  
            SSS lies solely with the federal government.  Is reminding  
            young male applicants for a driver's license or an ID card to  
            register with the SSS and then processing resulting SSS  
            registrations, an appropriate function for the DMV?
