To Members of the California Assembly:

I am returning Assembly Bill 2684 without my signature.

This bill would establish a pilot program to allow local agencies
that achieve savings in either of two specified local mandate
programs to retain up to one third of the realized savings.

While the State should reimburse local agencies for mandated costs,
these agencies are expected to operate programs with efficiency.  It
should not be necessary to reward local agencies for spending the
taxpayers' money wisely.
