           SUMMARY  

          This bill creates the Homicide Prevention and Victim Services  
          Fund, to be administered by the Office of Criminal Justice  
          Planning (OCJP), to provide grants to cities and counties to  
          support violence prevention and victim services programs,  
          particularly in the areas of domestic violence, school-based  
          violence prevention, juvenile offenders, parolee programs, and  
          mental health programs.

           FISCAL EFFECT  

          Significant annual GF costs to provide local government grants.  
          The bill includes no details on funding, however, based on other  
          OCJP grant programs, a statewide grant program would cost in the  
          range of $3 million if 10 large cities or counties received  
          $150,000 grants, and 20 smaller cities or counties received  
          $75,000 grants. 

           COMMENTS  

           Rationale  . The author believes crime prevention grants are an  
          effective way to address homicide.
