          BILL SUMMARY: 
          
          SCA 20 proposes a constitutional amendment that will extend  
          the term limits imposed on members of the Legislature so  
          that a Senator may serve three terms in office and a Member  
          of the Assembly may serve six terms in that office.

          STAFF COMMENTS:  
          
          As SCA 20 is drafted, the new term limits will be effective  
          in year 2000.  If approved at the November 7, 2000 General  
          Election, any member elected at that same election will be  
          able to serve the entire 3 or 6 terms.  However, members of  
          the Senate whose terms run through year 2002 will have  
          their current term counted as the first of the three terms  
          permitted under this measure.

          This measure is similar to ACA 2 (Papan) pending on the  
          Assembly floor.  It is intended to increase the stability  
          and effectiveness of the Legislature while assuring voters  
          that members will not make careers of legislative service.

          Staff notes that the prior version of this measure would  
          have required legislators to forfeit their salary when the  
          budget bill is not passed by June 30, however, that  
          provision has been deleted.
