BILL SUMMARY:
SB 92 expands the Healthy Families program, which provides
health insurance coverage to children in low-income
working families. The bill:
Makes newly-enrolled children eligible for services 30
days prior to their enrollment date to allow
reimbursement for immunizations, well-child assessments,
and initial treatment provided by hospitals and clinics.
Includes children who legally immigrate to the U.S. after
August 22, 1996.
Expands the program's definition of resident to include
children whose parents live in California and entered the
state with a job commitment or to seek employment.

STAFF COMMENTS:
This bill meets the criteria to be placed on the Suspense
file.
The committee has on the suspense file SB 87 (Escutia) that
also extends Healthy Families eligibility to newly arrived
immigrant children.
Federal funding for recent immigrants is not now permitted,
although the President's budget proposes to allow it.
