BILL NUMBER: SB 127
  VETOED	DATE: 09/24/2000

To Members of the California State Senate:

I am returning Senate Bill No. 127 without my signature.

This bill would merely restate policies that are currently used by
the Department of Corrections to determine the most appropriate
parole location to address the parolee's program needs and the
community's public safety. As such, this bill is redundant,
unnecessarily requires a report on existing procedures, and
complicates matters by providing a sunset date on this language.

At the same time, I want to ensure local government officials that I
understand their concerns regarding situations where it appears that
excessive numbers of parolees are concentrated in a geographic
location. I am instructing the Department of Corrections to continue
working closely with local officials in addressing these concerns by
balancing parolee programming needs with public safety.

Sincerely,

GRAY DAVIS
