BILL SUMMARY: SB 305 requires parenting education from
adequately trained instructors for all pupils in grades 9
to 12, for pupils at lease 12 years old attending juvenile
court schools, and for wards of the Youth Authority (CYA).
The bill also requires the State Director of Health
Services to convene a summit no later than March 31, 2000,
to develop a master plan for parenting education in
nonschool settings, and to submit the plan to the
Legislature by January 1, 2001. The bill requires the
State Department of Education to evaluate the parenting
education requirement and report to the Legislature by
January 1, 2004.

STAFF COMMENTS: SUSPENSE FILE.
Existing law requires the course of study in grades 7 or 8
to include a course in parenting education and requires the
State Department of Education to supply a sample curriculum
on parenting skills which can be used for a stand-alone
semester course or incorporated into existing courses.
This bill is similar to SB 669 (Vasconcellos) of 1997 and
SB 2138 (Vasconcellos) of 1998, both of which were vetoed.
