BILL NUMBER: SB 305 VETOED DATE: 10/09/1999 October 9, 1999 To Members of the California State Senate: I am returning Senate Bill No. 305 without my signature. The primary responsibility of schools is to teach the basics-reading, math, science, English and history/social sciences. Recent state and national standard tests reveal that California, unfortunately, still is not doing a very good job of meeting its obligations to our children in this regard. Schools must focus on their primary mission if we are to provide a high-quality basic education to our state's children. Although laudable as a goal, I do not believe the teaching of parenting skills is the appropriate role of schools. Rather, this is a subject that is rightfully the domain of parents, families, faith-based entities and non-profit organizations. Sincerely, GRAY DAVIS
