BILL SUMMARY: 

SB 306 establishes the Parent Involvement Grant Program  
administered by the State Department of Education (SDE) to  
provide competitive grants to nonprofit community-based  
organizations to offer training for parents and guardians  
of schoolage children to enhance their involvement in the  
education of their children in public schools.  The program  
requires a $1 match from the grantee for every $4 provided  
by the state.  The program includes and evaluation and  
report component due by July 1, 2003, and a sunset of  
January 1, 2005.  The bill appropriates $5 million to the  
SDE for the program.

STAFF COMMENTS:  

This bill meets the criteria to be placed on the Suspense  
file.

The author has submitted a request to the Budget  
Subcommittee No. 1 to include the $5 million appropriation  
in this bill as an augmentation to the SDE budget.  Because  
the proposed grants are to be made to community-based  
organizations, the program costs do not count toward  
meeting the Proposition 98 minimum guarantee.   The bill is  
silent as to the size of the grants, duration of the  
grants, and the number of entities to be funded.  As  
currently drafted, the entire $5 million could be awarded  
to a single entity.  The committee may wish to cap the size  
of the grants, or specify a capped amount per pupil or  
family served.
