SUMMARY : This measure appropriates a total of $1.6 million for
support of the California State University (CSU) Stanislaus
Stockton Center (formerly the Stockton Developmental Center).
Specifically, this bill
1)Appropriates $1.3 million to CSU to support the operations and
maintenance of the Stockton Center;
2)States the intent of the Legislature to provide additional
funding for the Stockton Center in the next fiscal year;
3)Requires CSU to conduct a study, in conjunction with the
Department of General Services, the Department of Finance and
the City of Stockton, to develop a long-term feasibility study
and strategic plan for the Stockton Center site.
4)Appropriates $300,000 to CSU to conduct the above-referenced
study.
FISCAL EFFECT : $300,000 General Fund (one-time) to conduct the
feasibility study for the site and $1.3 million General Fund
(one-time) to support the operations of the Stockton site during

the 1999-2000 fiscal year.
COMMENTS :
1)In 1997-98, the former Stockton Developmental Center site was
conveyed to the CSU for use as "off campus center" by the CSU
Stanislaus campus. Since the Stockton Developmental Center
had been slated for closure for a number of years, the site
had accrued a great deal of deferred maintenance and was in a
state of disrepair when CSU took ownership. As part of the
original reuse plan, the CSU planed for an ongoing revenue
stream, which was to come from commercial leases of space at
the site; since that time, the lease revenue projections have
failed to materialize and the aging Stockton facility
continues to need substantial repair and upgrading before
being viable on the commercial market.
2)In order to address this unmet need, this measure appropriates
$1.3 million to support operations at the Stockton Center.
Specifically, the funds will be used to support public safety
for the site, central plant operation and maintenance,
utilities, and site administration.
3)Furthermore, this measure calls on CSU to conduct a
feasibility study of the site with other interested parties,
including the Department of General Services, Department of
Finance and the City of Stockton, and appropriates $300,000
for this purpose. Since development of the site has not met
original expectations, staff notes that it is appropriate for
the feasibility and viability of the site, as an educational
center, to be reviewed by all interested parties.
