SUMMARY : Appropriates $145,000.00 from the General Fund (GF) to
the Superintendent of Public Instruction (SPI) to design in
consultation with the Secretary for Education, to submit for
consideration, possible revision, and approval, to the State
Board of Education (SBE) a proposal to convene a summit, on or
about September 1, 2001, for the purpose of assessing whether it
would be smart and wise for the State of California to develop a
master plan for parenting education in non-school settings, as
specified, and to submit these findings to the Legislature on or
before January 1, 2002. Specifically, this bill :
1)Makes various findings and declarations that the failure to
prepare young Californians to make informed, wise choices
regarding whether to become, and how to be good, healthy, and
effective parents results in too many unwise choices and too
little healthy parenting for the next generation of
Californians and that the State must recognize, encourage, and
build upon, rather than duplicate, the effective and available
parenting education programs.
2)States legislative intent that the state convene a top level
statewide summit to determine whether parenting education
should be provided to every young Californian and, if so, to
design for submission to the Legislature for its

consideration, a comprehensive strategic action plan for
ensuring that every young Californian gain the benefit of
parenting education, in hopes of fostering the development of
healthier parents, and thereby healthier families, children
and adults.
3)Requires the SPI to design, in consultation with the Secretary
for Education, to submit for consideration possible revision,
and approval to SBE, a proposal to convene a summit, on or
about September 1, 2001, for the purpose of assessing whether
it would be smart and wise for the state of California to
develop a master plan for education in non-school settings.
Further requires that upon the approval of the proposal, the
superintendent will convene and conduct the parenting
education summit pursuant to the approved plan.
4)Requires the summit to include interested parties of all
ideologies and persuasions, legislative experts in parenting
issues, representative of current providers, academic experts,
business leaders, family and child development experts, faith
leaders, health professionals, experts in public school
parenting education programs, parents, and children.
5)Requires participation from the SPI, the Chairperson of SBE,
the Secretary of Education, the State Department of Health
Services, State Department of Mental Health, State Department
of Alcohol and Drug Programs, the Department of the Youth
Authority, the Board of Corrections and the Attorney General
in the summit, as specified.
6)Requires that the summit have a variety of objectives,
including; compiling an inventory of all parenting education
programs, the development of a method by which parents of
newborns may receive parenting education, identification of
licensed professionals who would be the most appropriate
educators, the creation of a means for coordinating parenting
education services, in consultation with the State Department
of Education (SDE), the identification of the ways for
developing funding for the various options for parenting
education, and identification and development of additional
methods by which each of the state departments participating
in this summit can ensure that Californians receive effective
and useful parenting education, as specified.
7)Requires the SPI, in consultation with the Secretary of

Education, prepare a report and submit it to SBE, as
specified. Further requires that the report then be submitted
to the Legislature on or before January 1, 2002.
8) Requires SDE to make every reasonable effort to secure
private funding to underwrite the cost of this summit.
Specifies that SDE is not responsible for travel costs and per
diem associated with this summit for any participant, except
when required by state law or administrative policy.
9)Makes an appropriation of $145,000.00 from the GF to SPI for
the purpose of carrying out the superintendent's
responsibilities, as specified.
FISCAL EFFECT : According to the Assembly Appropriations
Committee analysis, this bill appropriates $145,000.00 GF costs.
COMMENTS : The author believes that attention should be focused
on parenting education to better prepare children to be
responsible, caring adults. The author notes that as many as 75%
percent of all prison inmates were abused as children and
inappropriate or inadequate parenting skills are among the
strongest predictors of later delinquency. This bill would
require a summit to assess parenting education programs and
require a master plan for programs in non-school settings.
