BILL SUMMARY: SB 1694 allows members of the State
Teachers' Retirement System (STRS) who become employed by
the state to remain in STRS, and allows members of the
Public Employees' Retirement System (PERS) who become
employed in service that requires membership in STRS to
remain in PERS.

STAFF COMMENTS:
Costs will depend on the number of members who change jobs
which would otherwise necessitate changing membership in
retirement systems.
SB 227 (Solis), Statutes of 1997 permitted vested STRS
members who were employed by a community college district
to remain in STRS if they were subsequently employed by the
state community colleges which would require membership in
PERS.
There is also a CalSTRS-CalPERS reciprocal provision
available to employees who change positions only within the
California local public school system. Staff notes that
this bill will apply the reciprocal provisions to employees
of any state agency in any member category including state
miscellaneous, patrol, peace officer/firefighter, or
safety.
SB 1694 provides an employee 60 days to make the election,
however, the election will become effective on the first
day of employment in the new position.
