          BILL SUMMARY: 
          
          SB 1770 requires the Department of Mental Health (DMH) to  
          provide grants to county mental health departments for  
          mental health client and family member empowerment  
          programs.  These grants would be given through a  
          request-for-proposal process, and subject to funding of an  
          unknown amount being provided in the budget.
