          BILL SUMMARY:  SB 1831, until January 1, 2006, establishes  
          the School Safety Academy Pilot Project, administered by  
          the Department of Justice (DOJ), a 3-year program to  
          distribute funds to school safety academies for training.   
          It appropriates $825,000 to DOJ for this purpose.

          STAFF COMMENTS:  SUSPENSE FILE.    Current law establishes  
          numerous school safety programs including, but not limited  
          to, the School Community and Policing Program, a $10  
          million program administered by the Department of  
          Education, which provides financial assistance to school  
          districts and county offices of education to promote school  
          safety, and the School Safety and Violence Prevention  
          Program, a $100 million grant program to promote school  
          safety.  Among other things, this bill:
          
           defines "school safety academies" as facilities selected  
            by DOJ that provide training to school police,  
            administrators, and others on topics such as crisis  
            intervention, and the role of school police,
           provides that DOJ shall establish minimum standards,  
            funding schedules, and procedures for awarding grants, as  










            specified,
           requires DOJ to convene a workshop to perform specified  
            activities, 
           requires each academy to conduct 4-6 sessions each year  
            consisting of a maximum of 30 participants in each  
            session,
           requires an annual report to the Legislature, and an  
            evaluation of the program by an independent evaluator,  
            and
           authorizes DOJ to use up to $75,000 (or 10%) for admin.  
            costs for the last  six months  of 2000-01.

          SB 1580 (Alpert), on this Committee's Suspense File, makes  
          changes to the School Safety and Violence Prevention Act  
          and appropriates $100 million to implement its provisions.
