DIGEST : This is a new bill. As it left the Senate, it
dealt with school safety. Those provisions were deleted in
the Assembly.
As amended, this bill provides that certain funds
appropriated in the Budget Act of 2000 to the Secretary of
the State Youth and Adult Correctional Agency are
first-year funding for a prescribed four-year
epidemiological treatment prevention study. The bill
requires the Secretary to report findings and
recommendations to the Legislature by August 1, 2006. The
bill also appropriates $125,000 from the General Fund to
the State Department of Corrections for preliminary plans
for a new medical examination facility at the California
Medical Facility at Vacaville.
ANALYSIS : Existing provisions of the Budget Act of 2000
make various appropriations for the support of state

government.
This bill provides that the funds appropriated in Item
0550-001-0001 of the Budget Act of 2000 for the support of
the Secretary of the State Youth and Adult Correction
Agency shall constitute the first year of funding for a
four-year epidemiological treatment prevention study.
Notwithstanding Provision 1 of Item 0550-001-0001 of the
Budget Act of 20-00, the Secretary will be required to
report to the Legislature with findings and recommendations
related to the study no later than August 1, 2005.
Notwithstanding Provision 1 of Item 0550-001-0001 are
appropriated for use and expenditure for the 2000-01 fiscal
year.
This bill also appropriates $125,000 from the General Fund
to the State Department of Corrections for preliminary
plans for a new medical examination facility at the
California Medical Facility in Vacaville.
