BILL NUMBER: SB 1831 VETOED DATE: 09/29/2000 SEP 29 2000 To Members of the California State Senate: I am returning Senate Bill No. 1831 without my signature. This bill specifies that $2 million appropriated in the 2000 Budget Act is the first year of funding for a four-year epidemiological treatment prevention study. The bill requires the Secretary of the Youth and Adult Correctional Agency (YACA) to report findings and recommendations to the Legislature by August 1, 2005. The bill also appropriates $125,000 from the General Fund to the State Department of Corrections for preliminary plans and working drawings for a new medical examination facilit y at the California Medical Facility at Vacaville. The Budget Act of 2000 contains $2 million to conduct an epidemiological study of Hepatitis C in the California Department of Corrections and California Youth Authority. Increasing the level of funding for this study to $8 million, as proposed in this bill, should be considered during the annual budget process. The capital outlay appropriation contained in this measure relating to preliminary plans for a new medical exam facility at California Medical Facility appears to be an appropriate need. However, this project should be funded after completion of the normal capital outlay project review process so its priority may be determined among other capital outlay projects for the Department of Corrections.
