BILL NUMBER: SB 2183 VETOED DATE: 09/24/2000 To Members of the California State Senate: I am returning Senate Bill 2183 without my signature. This bill would appropriate $534,000 to the Office of Criminal Justice Planning (OCJP) to fund the first six months of a four-year, multi-site child trauma intervention project to replicate and expand the existing OCJP-funded Child Trauma Intervention Program for youth exposed to community violence. The bill also requires OCJP to submit annual reports to the Legislature and a full report by February 1, 2005. I am vetoing this bill because it would result in significant cost that is not included in the 2000 Budget Act. In addition, no formal evaluation has been conducted on the existing Child Trauma Intervention Program. I believe a formal evaluation should be completed to determine the effectiveness of the program before additional funds are appropriated for program expansion. Sincerely, GRAY DAVIS
